Journal founder – Federal State Budgetary Educational Institution of Higher Education "Altai State Institute of Culture" (Russian Federation, Altai Krai, Barnaul). The journal traces its history to 2001; it is a mass media mean (registration number: series PI No. FC77-76051 (in Russian: ПИ № ФС77-76051)).

Strategic goal of the journal is in creating conditions for representation of results of individual or collective research work of Russian and foreign scientists on wide range of issues of today's humanities and social sciences; in helping processes of sharing experiences in training specialists for culture and arts sector. The authors of the journal have research interests concerning public and cultural phenomenon of Russian and foreign reality comprehended from the points of modern philosophical, historical, pedagogical knowledge, in the context of cultural studies, history of art.

The journal invites the next groups of authors to submit their articles: researchers, academic staff of educational and research institutions, who are engaged in training forces for various fields of culture and art, as well as professional musicians, choreographers, theatrical artist, managers of touristic organizations, specialists in social and cultural activities, event management, experts in various levels of artistic education system.
